Orlando International Airport- Capital Improvement Plan

Greater Orlando Aviation Authority is currently working on a $1.1 billion expansion and renovation project, which will be the largest in Orlando International Airport’s history.  The project, deemed the Capital Improvement Plan (CIP), will include construction on the South Airport APM Complex and Intermodal Transportation Facility (ITF), along with enhancements at the North Terminal Facility.  Elements of the CIP include:

Maintain existing facilities to standards consistent with The Orlando Experience

  • Renovation of curbside canopies
  • Baggage system improvements for increased efficiency
  • Airfield projects to maintain gates and handle next generation aircraft
  • Replacing Automated People Mover (APM) trains to Airsides 1 & 3
  • Roadway resurfacing
  • Other terminal projects to enhance the customer service experience

Modify and expand facilities to achieve ultimate North Terminal capacity of 45 million passengers

  • Ticket lobby expansion to incorporate new technology and provide greater capacity
  • Additional central energy plant
  • Restroom renovations at Airside 4
  • North Terminal cell phone lot with restrooms
  • Ground transportation

Improve international processing to accommodate growth

  • Adding international gates to Airside 4 to accommodate new large aircraft
  • Expanding Customs and Border Protection (CBP) facilities

Increase multi-modal transportation access

  • South Airport APM Complex & Intermodal Transportation Facility (ITF)

Develop facilities to generate non-aviation revenue

  • Development of new travel plaza

The objectives of the Greater Orlando Aviation Authority’s $1.1 billion Capital Improvement Plan are to both upgrade and create new facilities that will resolve growth constraints and set the standard for excellence in customer service.  Due to the large and diverse scope of work, multiple companies will be participating in the construction process.  Lead firms responsible for project delivery are Hensel Phelps for the APM Complex facility and a Turner/Kiewit joint venture for the ITF facility.  Mitsubishi will design and build the new APM train system.  Construction is projected to be completed by 2018.
